:idea: Maybe a stub brick plinth in front of the existing brickwork with 25mm celotex sandwich, using cant bricks to finish. :idea:

taken it up to the sill, or just the 1st cours of bricks?

Take it up to necessary height, i.e. a course or two above the slab or set it higher if it looks better.

A sealant may deal with any moisture penetration but i doubt this is the issue as it will not prevent cold bridging.

Why did you leaver the toe of the garage slab in place anyhow? It is asking for trouble in my opinion.
 
that sounds fine, would i also need to take it below gnd as well, ie over the slab.

The plinth would need to go down to foundations and include a dpc.
