Garage Door Frame, Missing Bolts?

Whilst lubricating our garage door I have noticed that the bolts holding the door frame to the timber frame are not through the brackets. Guessing due to the bracket not ligning up the with timber (why not use different brackets?).

I also noticed there are no bolts in the floor though it looks like there are holes for them.

Not sure this will cause any issue and the door has been stood for over 7 years?
