When do you need to install a seperate CU for a garage? Is it when the garage is not attached to the house? Is it ok to run the downstairs ring into the garage along with downstairs lights if the garage is attached?

Yeah if the garage is attached then it should be OK to run the circuits into the garage.

I would want to make sure the sockets are RCD protected.

No, but the longer disconnection time of 5 seconds for fixed equipment doesn't apply here, 0.4sec is what you have to meet

(though you should try for 0.4 anyway all round, try to only use 5sec where the extra copper involved is more than peanuts)

Bit of a moot breakers really, you either meet 0.1sec or not at all, not like fuses where you have various values for various times
