garage to dining room

Id like to make my dining room bigger by stealing half the garage, the wall i would need to knock down is not a supporting wall and the garage is fully fireproofed at present, with a bedroom above it, do I need to apply for planning permission to do a small job like this ?
 
you may need building regulations approval, and a decent builder, plumber and electrician.

...and a plan or specification.

insulation, lintels, windows, electrics, radiators, fire reg's (smoke detector), etc, etc. all these are regulated.

without an understanding of exactly what needs to be done then it is difficult to comment.
