Garden Steps. Best approach with this..

I would like to get these steps redone with the slabs added to the facing section.

the facing is parex/Krend plaster which the company that did it failed to scrape this area back.

I would like the slabs to cover all the steps if possible. I have left over ones for this.

would the old ones need to come off??
