i have changed hundreds of washers without putting the water off, (usually cant be bothered climbing up loft to valve!!) as long as you are calm and ready you simply loosen the tap body, have a cloth ready whip the tap head out cover with the cloth, push a driver in to hold the cloth(or spare tap if you have one,) quickly change washer and refit.
