Guys, this may sound like a stupid question but a Gas Safe installer has installed a boiler flue through a glass window pane, lower panel. The top of the window, about 4 feet above it there is a vent? The window may be closed off but is there any circumstances where this is acceptable?

No nay never!

If you are the customer/homeowner you can request Gassafe to inspect , they will serve notice on the registered installer to correct as appropriate.

You did, of course, use a registered installer?

The clearance to the vent is fine.

Not so sure about minimum distance to opening in the fabric of the building though. But I have seen loads of flues through windows - but that one is particularly classy

What is wrong with it in your opinion?

Fair play cutting the glass. Did very similar on a office building within a greenhouse. (is over 100 mtrs long the greenhouse)
Funny thing was the building inspector made them fit gutters on the building otherwise wouldn't sign it off.

How does it avoid the requirement not to be within 150mm of an opening in the fabric of the building designed etc?
Where is the opening in the fabric of the building?

Would look a hell of a lot better if it was boarded over, perhaps some 6mm cement board painted white over the bottom 3 panes.
