Gas work without GasSafe

Had my old gas fire disconnected a few months ago as part of a wood burner installation.

I'm now have suspicions that the person who capped the pipe may not be Gas Safe registered.

Is it absolutely mandatory to have it, or does it only apply for more complex work like fitting gas appliances?
