The brackets I have 2 holes at top of shelf bracket and 1 at bottom. If I don't screw in bottom hole (if it's pushed down back of radiator ) will the top 2 hold it?
What do you mean by crumbly , thermolite blocks? Or old brick?
There are "special" plugs available for thermolite blocks, they work much better than standard brown/yellow/reds. Take a look through the toolstation website for an idea.

but you need to establish whats there first, thermalite will take a screw without any plug its so soft.

Well it's a modern building so I'd say you're probably drilling into blockwork or plasterboard. Nothing exotic.
