Perhaps Tony Blair's famous "Third Way" can be found to solve the matter - create another 'intersex' option for public facilities that can be used by both sexes...if they wish to do so, sharing them with transgender users.

Simple, who is going to fund them?
Industry and commerce will not do so willingly.

Any legislative changes would have to pass the House of Lords, with their religious representatives.
Some of them can't even allow transgenders into their church, except for some tortuous conversion therapy.

But yes, the 1837 law needs to be re-examined in the light of modern biological knowledge, medical science advances and other country's experiences.
