Yes of course, today we have countrys all over the world that are nuclear super powers but along with their nuclear weapons they have nuclear power stations. A smaller non nuclear country could target a nuclear power station with a conventional missile and boom you have just created a nuclear disaster without being a nuclear super power yourself.
Those are very different things.

Putin has been hiding behind the 'but it was the threat of NATO that made me invade' shtik, since he began his murderous campaign and rolled the tanks into Ukrainian territory.
Tell me this: do you think for a second that Putin will withdraw his troops, hand back all the territory he has stolen, if Ukraine give assurances that NATO is off the radar?
