Goldfish as prizes?

Is this still legal? I thought it had been outlawed?

(Just seen 2 people walking down the road with something orange in a small bag of water, I suspect from the local fair)

No it's not illegal. Unless the law has changed recently.
It was going to be changed about 5 years ago but never happened.
I think that if children are given them as prizes they should be accompanied by an over 16 year old.
Some local councils have banned there use as prizes but it's not law.
