Yes, sounds like either the fan connections are wrong way round - so fan SL connection is permanently live but the L is being switched. Or the timer has given up.
Should be a couple of minutes job for someone with the right tools to figure out.

Quick check between the fan L terminal with the light switch off and N with a MM will show if the L's are reversed.

I guess we all go through good and bad phases, perhaps due to external influences; it's just that B-A-S seems to take his anger and frustration out on here. A waste of talent, really :confused:
 
It seems like whoever originally installed this wasn't very good to leave three cables the same colour.

On the contrary it sounds like they were intelligent enough to correctly identify the cores - you can't just use random colours!
