H&S Working above a pavment

Hello again guys

I'm probably just going to have to get onto the Highways authority about this but just wondering if anyone has any experience?

I am soon likely to be fitting approx 20 windows on my local highstreet.
The buildings are right upto the pavement and I will be working on the 1st and 2nd floors.

The pavement is about 1m wide (very busy!) and with car parking right next to it (again very busy with all spaces in constant use).

When I originally priced it about 6 months back (they have been waiting for planning consent) I was told there would be scaffolding with netting in place. I have just been told that they are ready to order the windows but there will be no scaffold now.

I'm guessing I will either need to look into getting the pavement and parking closed off or some sort of netting against the building.
Has anyone got any other ideas or know how much of a pain getting this set up might be?
 
First things first surely your going to re quote as your original price didn't include scaffold presumably because it was already there from other works?

First port of of call would be the local council who I'm sure will give you all the info, permits and such like, they'll no doubt want you to use a reputable scaffold firm and would want to see a copy of their PL insurance and yours too for good measure and would require risk assessments and method statements too, once works are under way then expect a visit or two from the council so make sure your sticking to your RA and MS, hard hats, goggles, gloves, hi-viz, fall arrest/harnesses etc etc
 
Bummer thats pretty much what I thought except I didn't think about the risk assessments and method statements. I don't suppose anyone has any rough templates for these? Ive never had to do them before.

I pretty sure its the Highways agency I would need to talk to and not the local council though?
 
I'm sure they'll be some templates on the net somewhere, I've got a folder full of specific ones that stay in the van at all times, HSE have a habit of just turning up you know plus my H&S officer is as keen as mustard
 
I did have a look online for some templates back when MTC's and Fensa transition first came out but didn't have any luck. Luckily as I have less than 5 employees and the are subbys I didn't need them in the end.
I think I found a general builders template but I'm guessing I would need something a bit more specific.
 
If your going to be getting scaffolding up then just speak to the scaffolding company, they will deal with all that for you.
 
Aim to get the scaffold put up Gaz, less hassle and they'll deal with the street licence.
Depending on your council, you can either apply online or you may have to send off a form.
We done one a few years back, sent the form off then ended up with scaffolding instead.
