h/w & central heating stopped working - Wallstar boiler

If you find the test switch, its usually set to Normal.
If the thing comes back to life on Test, then there could be a micro switch problem around the diverter valve......however, there does need to be water pressure in the boiler for it to behave.
I wish you best of luck with it, but don't forget its really the landlord's problem!
