Halogen downlighter replacement

Yes.

You currently have 230 v fittings.

You may as well get 230 v fittings again, as anything less requires transformers which are prone to go wrong.
 
You could use that, but why are you looking at halogen as the replacement?
LED would be a better investment.

EDIT: also, check the size of the cut out. You dont want to get a fitting that is too small for those existing holes!
