heated towel rail valves

We have just had a heated towel rail fitted in place of an old radiator - needless to say the towel rail won't heat up. I have bled it - still no joy, I have noticed that the adjustable valve is at the opposite end to the old one - does this matter?

it should be on the end that heats up first but its not the end of the world. are the valves open? when the heating is on feel the pipework to the valve and see if its hot., if it is and the valve is cold the water is not getting through. the valve may be shut off or jammed
