CH is working perfectly but no DHW. Flow sensor replaced but problem still exists. Suspect that the flow paddle inside the flow senor housing is stuck.

Question...can the housing and components be easily removed without draining down? Also, is there enough clearance without removing the gas valve ?

Did YOU replace the flow sensor ? If so did you make sure the spacer was fitted. This would make the turbine stick if left out.

Some guys say they can do them without removing gas valve but I always remove them for ease and to make sure the new sensor goes in correctly.
 
Just to clarify, the flow sensor is a 'hall effect' clip on part which fits over the flow sensor housing. This is the part that I have replaced. My understanding is that the paddle/turbine sits inside this housing and it is this that I need to gain access to.
So my question is can the housing be removed without a drain down and does the gas valve need to be removed for access (I note your comment on removal for ease of access but I would prefer not to remove it idf it not absolutely necessary). Many thanks.

Yes, you do need to replace he paddle section inside.
Yes you do need to drain but only the water side. Turn iso valve off (cold water just underneath the boiler), open a hot tap lower than the boiler and this will drain. As you are undoing the unit air will enter and water will drain from your hot open tap. Wait for this to stop, then proceed.

Try it without removing gas valve first, see how you go.
