Help! How do I fix my windows?

As ever, apologies if this has been covered elsewhere. I have searched, but to no avail.

We have just moved house and I now notice that the bottom of the window frames need some attention.

The thin strip of stone or cement filler (??) has started to break up and needs replaced. I have taken two pictures:

The first (window1.jpg) shows the window, and the damaged strip running along the bottom. I lifted a bit right out to show exactly what I'm talking about.

The second (window2.jpg) shows the piece of damaged strip closer up.

Can anyone tell me the best way to repair this? What exactly is this stuff made of? Is there a spray filler or anything like that which would do the job?

I'm concerned that moisture will get in if I don't get this fixed soon.

Take it all out and where you see the window cill sitting on the concrete cill run a brown sealant neatly in the gap.

It won't happen because you have a groove under the window cill to prevent water going back.

If brown sealant is the best, why was this stone stuff there in the first place?

Personal choice or maybe a bit awkward using a sealant gun under there.
