HELP! - Really big problem with HUGE bill!!!!

Not really relevant to the subject of this thread but looking at the photo the installation looks a bit of a mess you need some blanks in those boards.
What is he function of the second top db with two mcb`s in it ?
You have a couple of spare ways in the bottom board have you had some circuits removed?

the second board was the only way my electrician could think to remove a residual load or something,,,,

we inherited the rest

Unlikely we are paying for the street as we are in the middle of nowhere and the meter is inside the house

not really..

I worked at a place once where the main building had a feed under the road to their weigh bridge on the car park oposite.. ( industrial ).
the weigh bridge had not been used for years, but the car park lights were still fed off the bord inside the little building..
couldn't turn the power to the weigh bridge off..

long story short, we traced the cables under the road but they seemed to go off down the street..
turns out that the council had moved or replaced a street light about 9 years before, and joined all 4 cables they found in the hole back together.. 2 ends of which were ours..
so our car park lights had been run courtesy of the street lights for about 9 years...
