If I use 4mm will I have to change the fuse?

no. but youll be limited to 15A. using 4mm you could change the fuse to upto 30A. there is nothing wrong with using a lower rated fuse. it whent he fuse rating is higher that you get the problem

no. you should have a mini RCD CU in the garage. the SWA will go into this (you should have no problem gettin a 4mm cable into it)
