Try Age UK they often have people who do this sort of work for free. The lady might be able to afford materials but not the labour costs.

I know our local council have grants for home improvements for people on certain benefits. Worth having a look at their website or online.

We also have an "Alleygator" scheme, where they install security gates for a small fee in the alley ways between houses, might be something similar on offer...

As a last resort I suppose you could just have a collection amonst your neighbours but beware she could be a proud lady and might get upset.
