Yep, the fitting according to the screwfix page doesn't have an external ignitor and requires a lamp with an integral ignitor. If the lamp you have brought is marked SON-E with another E in a triangle it is for use with external ignitor, iirc the type you require is the SON-E with an I in a triangle.
 
Sorry for the confusion, my lamp is similar to the screwfix model but not that exact model

the bulb that was removed and had been working in the past was an
Osram vialox nav(son)-E with an I in the triangle. The bulb I replaced it with is exacly the same model. Like I say it was seen flickering but never ignited.

Could the new bulb be duff, both the old bulb and the new bulb tested open circuit when tested with a multimeter.

yes there's a triangle with I inside in the old and the new bulb
 
I haven't got an SON-E (I) to hand to check with a multimeter, I am trying to wrack my braincell wether or not they start with the starter switch closed with a heater in series connected across the tube? If so I would expect to be able to measure the resistance of the heating element across the lamp.
