Yes, I feel it is. The EC14 on the sheath is a huge no-no!
I had assurances from the ENA that this practice has died out. Clearly not.

but its not providing the earth, just bonding the sheath so its not really your problem anyway unless you plan to go cutting into the service cable.
btw is that tiny tin coloured wire the main earth to the CU from the earth block?!
