Possibly a boiler change and the controls were already installed. The room thermostat looks to be 1980's vintage or older. If so, very bad commissioning of the new boiler by the RGI.
You would be surprised by how common this is, too many installers are just pipe joiners and have no clue what happens inside that big white box, never mind how the control systems workThanks, I was thinking exactly the same thing and was similarly perplexed, but now we know!
