Hole between window frame and windowsill

Hi. I'm looking for the best way to fix this hole. The options are probably silicone or some kind of 'cement in a tube' but I don't know how to 'place' the filler due to the fact that the hole is horizontally deep and, most likely, vertically deep.

All suggestions are most welcome. Thank you.

You could use some expanding foam (moisten the gap well first), cut back the excess and finish with some cement in a tube?
