Honeywell cm907 temperature won't go above 22

Hi, just moved into a new house today. Trying to put the heating on for an hour or so. Says the room temperature is 22c but would like it abit warmer. Put it in manual, try raise the temperature but it won't go above 22c, we can lower it but not raise it. Any ideas?
