Hot loft / cold lounge. Can I transfer heat?

I live in a typical 2-storey, Victorian, mid-terraced, solid-walled house. The front is south-facing. When the gas-fired heating is off the back room on the ground floor is never very warm. I have insulated below the floor boards (it's above a damp cellar) which may have helped a bit, but one day this summer the temperature was still only 18°c. I went up into my unconverted, insulated, windowless loft and it was 28°c ! What would be the best way to utilise some of this wasted excess heat to warm up the ground floor north-facing back-room?

it happens for only a few days a year so no real point as the cost will by far outweigh the benefit
remember most years at this time your loft would be nearer 15 mark
the heat is only there when the sun is up all day and the wind comes from the south or s/w
