Hot water tap very hot

My hot water is too hot for washing hands. I have water off on my program and its still getting hot maybe when heating is on. I have replaced the cylinder stat and replaced actuator danfoss hpa2. When replacing head the valve on body was moving freely. The pipe from motorised valve to hot water tank is hot to touch. I have recently had my programmer eph t27 hw moved to new location and this maybe when problem seemed to start also. Heat only gas boiler. Any suggestions what to try next would be appreciated thanks

By starting with the system cold, then feeling the pipes. If the valve is closed, there will be no heated water flow, so the pipe will remain cold.
Turned on CH, pipe from HW motorised valve is slight warm can wrap hand around it and hold on, very hot pipe leading to HW valve and can only touch that.
Sounds like you’ve got let by on the hot water zone valve
Is this an easy fix and we're do I start?

This would need the whole valve changing, as opposed to the head.
 
I currently have Sunvic eml 3454 body, should I replace with same or Danfoss hpv22 valve body to match Danfoss actuator?
See picture looking to see what pipe under motorised valve is for?
CH valve was recently replaced under insurance and have just realised its not secured on body with screws but with cable tie, surely this should not of been done? Thanks
 
The valve body and actuator should be the same brand/ model.
No ,cable ties shouldn't be necessary.
