Your electricity supply earth should be independent of the water (or any other) pipe.

If you have an underground electricity supply, the earth should be tapped off the cable (usually connected to an earth block outside the CU).

If you have an overhead electricity supply without earth, you should already have an earth rod in the ground.

However, you should earth bond the water and gas supplies on the consumer side of the meter or the stopcock, within 600mm of the meter outlet union, or if the gas meter is external, where the pipe enters the property. If your water supply on the house side of the cock is plastic, you must bond where it changes to copper.

Main earh bonding is done in min 10mm2, and the cables are connected to either the earth terminal where the main earth conductor is terminated or the earth terminal in the CU.
