How can i identify Trvs that dont have Heads?

my dad has moved into a flat he has 7 radiators with just the
decorating heads on
in the block Nobody has trvs due to the builder going bust
and cant locate him
so how can i get replacment heads or do i need to change the whole valve?
i have taken a photo on my phone and will try to down load
or will take my camera tomorrow

Get a pic and i should be able to identify them for you.

if it has a pin you can push down with no flat edges its a thermostatic valve
if it has any flats and a screw hole down the center then its just a valve
