The DNO was before I retired suppose to fit an isolator, and it is against the law to work live, so if an isolator not fitted one would draw the fuse, it is clear two wrongs don't make a right, but if they have failed to fit the isolator then they can hardly complain, but if drawing the fuse, then really should fit an isolator before changing consumer unit.
The big worry is ionisation of the atmosphere, so one has to ensure no current flowing when the fuse is drawn, and wear the appropriate PPE, however the current which can flow if you get ionisation is huge, it is like an explosion, so the PPE may help, but still dangerous.
