How do you finish external wall

I have this external wall
I don’t know any to add flowers on top

How can I finish the top off ?
Can I add flags on top?

Sure. Remove the loose top course of bricks and the flower beds and mortar the flags on. If you want the height, re-lay the top course of bricks. Or maybe if you want to be able to sit on it easily, remove some more courses
