How to build level blockwork on sloping base (Ed.)

Hi, im toying with the idea of building a breeze block shed on a garage plot i have. Problem is the ground isn't exactly level, its about 2 inch out either way. It's 18ft x 9. It was suggested that the best way to do it would be block on its size, could anyone think of a different way to save on cost? Maybe build a couple of courses up on side then single skin it? With piers when needed.

Any help would be greatly appreciated

Dig a strip foundation or build off a reinforced concrete raft (or at least a raft with a deepened reinforced edge)
Anything else will start to fall apart.

How thick is the concrete base?

Assuming the base is thick enough to provide the support needed, could you set up some shuttering, with a level top, and fix that with concrete? That would give you a level base, from which to build.
 
For the first course, use a strong 3:1 mix of screed sand/cement to level the course. Semi-dry and trim the bed nicely, flush with the blocks. You should not need to shutter.

Let the first course go off for a day or so before continuing.
