How to cut small pieces for laminating together

This is more of a craft thing., but you lot are knowledgeable about tools, so I thought I'd ask here.

I'm looking to make some small model buildings for a hobby project and since I want them to be hollow, I thought I might cut a series of shapes from 5-10mm hardwood and then laminate them together. That would allow me to create the internal space and openings I want, without me having to actually carve them. I'd then glue together and sand to finish.

Assuming you have DIY tools rather than a fully equipped woodworking workshop, what would you use to cut the various layers out? I don't have a bandsaw or router for example.

Drilling out the bulk of the waste would be a good option and then using a fretsaw to get the rest and a nice sharp set of chisels to clean it up etc...
