You could try and solder the top back onto the spindle by feeding the solder through the old top screw hole which will then become defunct?

You might be able to find a tap repair kit to fit - complete tap innards, they just drop into place, once the existing tap innards have been removed, but personally and jusdging by the state of that sink - I would be looking to replace both sink and tap with new.
Get a tap reviver kit, shut off the water and replace both valves.
Go on, stand back and post a picture of the whole sink and kitchen unit.
