How to paper over painted lining paper

Hi there all you diy experts, has anyone ever wallpapered over lining paper which has been painted (looks like emulsion).
All the advice seems to be that lining paper forms a good base for papering but does the wall have to be specially treated first before applying the new paper (to absorb the paste)? If so, will it be enough to sand the surface down and coat it with size (or weak strength ordinary wallpaper adhesive) or is a special product required? Thanks

What is the paint finish ? If it is silk finish then this would need abrading first. There is no need to size as the wall is already painted, so the wall wont be thirsty. Use a good quality paste mixed for heavy weight papers or use a ready mixed adhesive for added strength.
