How would I go about raising a front doorstep?

If it was me, I'd wait until you've done the flooring, you'll know where you are at, then install the door, and adjust the fanlight above the door to suit.

As previously mentioned the door cill can be brought up with bricks (halves)/lintel/undercill
Top man exactly the info I need yes we are waiting for the top light and the instant I adjust the call height the top light side will be confirmed and sizing made correct (we have a lot of play in the head height of the door

So if I was to add a 50-60mm slab height could I get a bricks or a lintel and just concrete it in ?

Do I need any damp proof and if so how would it be applied regards

(Just speak as if I am going to raise the brick work to 50mm height what would be the process)

Yes, you can do a lintel (65mm tall) bricks or cast your own concrete in-situ to make the height up.
If the frame is UPVC then DPM isn't really necessary, but for what it is, it wouldn't hurt.
