I broke the main fuse seal

Most likely a breach of contract rather than any law.
So you can't be prosecuted and little chance is there of being sued. What is everyone worrying about. It was done all the time years ago and still disconnected today on some of the old cutouts without damaging the seal

Breach of what contract? The consumer's contract is with their supplier, not the DNO.
I think you'll find that the contracts (which we are all deemed to have seen {by using their electricity}, even though most haven't!) cross-refer to DNO regulations, not to mention ESQCR (which is 'law').

Quite so. I personally am not worrying at all, and I would feel the same even if criminal prosecution was a theoretical possibility.

What seems to get overlooked (or, at least, not often discussed) is that anyone pulling a DNO fuse is going to be doing so in the name of safety (primarily their own safety) - so it is arguably questionable as to whether it is reasonable for rules/regulations, let alone laws, to try to prevent people from doing that.

In the case of an emergency, then I would agree, but that doesn't hold water at all, in the case of planned works. The DNO has processes in place, to pop along, cut the seal, and make the tails safe.

I didn't understand, because I simply didn't believe anyone would be so daft as to do that.
The fact that one regards something as daft does not in any way prevent one from uynderstanding what has been described.

Goodness, I have seen countless descriptions, which I fully understand, of things that I would regard as extremely daft!

Harry I have met some daft people. Even daft Electricians. Plus plenty of daft "Electricians" and I would be really surprised if you haven`t (that does not mean I do not believe you but I suspect if you think back you might remember a few.
and thats just the relatvely sane ones like me and thee Harry ;)

Not really, one provides a perfectly valid excuse for pulling the fuse, the other not,
Goodness, have you got nothing better to do with your time this afternoon? ;)

My sentence you are quibbling about said nothing about 'validity of excuses' - it merely pointed out that anyone pulling a DNO fuse will be doing so out of consideration of their personal safety.

Why else would they do it?
