Woody is pretending to believe the cunningly edited video clip extract published by the train company, rather than the fuller vid forced from their reluctant hands 7 months later, or the interviews with witnesses. He's already seen this, but pretends not to have done.

Can anyone think of a reason why a multibillion train company, heavily subsidised by the taxpayer, might want to influence a news story involving a political leader in favour of public ownership?
