Indesit WE16 not agitating

Hi
My washing machine fills up as normal and drains ok. It even spins. What it doesn't do is the forward and reverse wash in a normal cycle. I sat and watched the drum and after filling up with water it struggles to turn (agitate I think). All I seem to get is clicks and then it tries to turn in the opposite direction but fails.
My husband has checked the belt and it seems ok. He's not sure if the motor is dying. Other than that he has no clue.
Can anyone help please?

if it spins i would suggest its the motor control board, i take it it spins with a full load?
