Insulate & board out loft

Will be boarding out my loft, light ect and will be makeing floor stronger for heavy objects,play room ,and insulating floor better.
DO I NEED to insulate the roof area or just plasterboard all over.
What benefit from insulating roof area!?

If its going to be a habitable room then there are stringent building regs requirements.

In this case you would want to insulate the rafters rather than the floor and then it would be a proper room and capture the heat from downstairs.
