Insulating a loft

Currently, our loft has 3' of insulation. I know that it totally un-acceptable. And I plan on sorting it out. Problem is, it's currently stuffed level with 3' joists. I would like to put some sort of access floor in the loft space, and was thinking of re-insulating the 3'. then putting 3' joists at 90 degrees to the current ones, and insulating between them as well. Is it possible to actually buy 3' insulation these days? or would I have to stick with 6'?
