Insulating single skin

Building a 5x3m outbuilding to act as a gym. I'm switching from a cavity wall to a single skin pier design due to time / money.

Is it still reasonable to ventilate between the block wall and the insulation board?
Would I use air bricks and leave gaps in the battens for air to circulate through?
Do I wrap this design around the piers?

You can foam Adhesive Celotex directly on to the wall no battens. It has a vapour barrier built in. But you must fill any gaps and tape the joins.
 
If you ventilate a wall you are letting cold damp air in!

If you don't insulate the piers you have cold bits of wall!
