My house has a porch with a bedroom directly above it. I guess the best way to descrive would be to say the porch is build into the house.

All there is between the cold porch and the bedroom above is plasterboard, an empty void and floorboards on top. This room gets quite cold and I suspect that may be why - not even carpets down as yet.

Am I OK to fill this void under the floorboards with normal loft insulation?

yes. we regularly full fill the floor void separating a garage from habitable above.

Great. Is there any issue with preventing ventilation within the floorspace or anything?

no ventilation necessary on a full fill as there is nothing left to ventilate.
