Insulation on blockwork wall

I have a garage with a single skin block wall between it and the kitchen. Obv no insulation in the wall so was thinking of installing celotex or rock wool onto the garage side and then battering between and covering with ply or OSB so I can hang stuff without drilling thru the insulation.
So first question is will this actually work in stopping cold coming thru garage wall and into kitchen
And second, is it ok for insulation to be against the block wall and then covered or does there need to be some sort of air gap?

Yes that would work is basically external wall insulation, although internal to the garage
