Is a single 25mm mains water supply to two flats adequately?

Hi there,

There are two 1 bed flats converted from a house. The mains water supply from Veolia is a single lead supply. Veolia will replace their 22mm lead pipe free to the stopcock to a 25mm pipe as long as we upgrade our lead pipe from the stopcock to the house to a 25mm pipe. So far so good.

The top flat has a combi water heater only (not central heating) the bottom flat has just has a combi central heating system put in. The bottom flat takes all the water it needs and whilst doing this cuts off the top flats supply.

My question to any who can help is would a 25mm new pipe single mains feed to both flats be enough for both systems or would it be the same problem but a little better?

Any thoughts very welcome as a second new connection from Veolia is very expensive.
