Is it allowed to do wiring bedroom downlights without electrician?

Hi,
I am planning to replace bedroom lights with Philips Hue downlights.
I will need to wire new cables using junction points as each room will have 4 downlights at least.
Is it allowed to do wiring bedroom downlights without electrician? Is it notifiable work?
My second question, which juntion points and cables need to be used?

No ,it's not notifiable. Is the circuit Overload protection 6 amp ? Is the circuit RCD protected ? 1mm² cable ,3 core ,should be fine.
If the junction boxes are not going to be accessible,they need to be maintenance free.
