is it best to floor tile under skirting or up to and grout?

Hi all, I am replacing the skirting boards so would it be best to tile up to he wall under the skirting or fix the skirting and tile up to it leaving a gap for the grout. If tile under the skirting would i seal the gap with grout or silicone please.

Given the choice I would always tile up to the wall then new skirting over the edges,seal the gap with silicon.
