Is it safe to leave fluorescent light on with no tube in it

I think the problem is with advances with technology, although with a simple ballasts one may have got away with it, with HF units the chances are reduced. Be it electronic ignition on cars or HF fluorescent fittings the advances mean what was safe is no longer.
 
I have had a few belts, the worst ones I had were from the old quick-start fluorescents. Thankfully they are being phased out owing to them not working properly with T26 tubes
